The Centre for Credible Leadership and Citizens Awareness (FCFLCA) alongside a coalition of several civil society organizations, has expressed their full support for the state of emergency declared in Rivers State by President Bola Ahmed Tinubu.
Addressing the media in Abuja today, Dr. Gabriel Nwambu, representing the coalition, described the decision as constitutional, necessary, and timely to restore peace and good governance in the state.
Dr. Nwambu emphasized that the declaration aligns with Section 305 of the 1999 Constitution of Nigeria, which empowers the President to act in situations where a state government is unable to maintain order.
He argued that the political instability in Rivers State, exacerbated by conflicts between the executive and legislative arms, had reached a critical level requiring federal intervention.
“The President, in invoking Section 305, has acted within his constitutional rights and obligations. The chaotic political environment in Rivers State necessitated such an extraordinary measure,” he stated.
The coalition criticized the Rivers State government, led by Governor Siminalayi Fubara and Deputy Governor Ngozi Odu, for failing to address the crisis or seeking federal assistance as required by law. Dr. Nwambu asserted that their inaction demonstrated a lack of readiness and capability to govern effectively.
“Their failure to seek the assistance of the President as mandated in Section 305(5) indicates a lack of readiness and capability to govern effectively. It is the duty of the President to intervene when local leaders are unable or unwilling to fulfill their responsibilities to the people”, he declared.
The coalition welcomed the appointment of Vice Admiral Ibokette Ibas (Rtd.) as the Administrator of Rivers State. They described the retired military officer as a seasoned leader with the experience needed to restore order and governance in the state.
“His vast experience will help steer the state towards stability, focusing on law and order while upholding the principles of justice and governance,” Dr. Nwambu noted.
The coalition also commended the Senate and House of Representatives for backing the state of emergency. Dr. Nwambu praised the National Assembly’s decision to invoke Section 11(4) of the Constitution, allowing the legislature to oversee Rivers State’s administration through a Joint Advisory Committee.
Additionally, the coalition welcomed the Senate’s proposal to form a reconciliation committee, consisting of eminent Nigerians, to mediate between the conflicting parties in Rivers State’s government.
“This initiative is essential not only for immediate resolution of the crisis but also for fostering a more collaborative governance structure in the future,” Dr. Nwambu stated.
Recognizing the impact of the state of emergency, Dr. Nwambu urged all stakeholders—including political leaders, security agencies, and citizens—to support the peaceful resolution of the crisis.
“It is only through collective action and dialogue that we can restore hope and trust in governance,” he said.
Dr. Nwambu reaffirmed the coalition’s stance that the declaration of a state of emergency is a necessary step toward restoring stability, rule of law, and effective leadership in Rivers State. He emphasized that the welfare of the people must come first, above all political considerations.
“By standing together and supporting this intervention, we can contribute to the restoration of peace and ensure a government that truly serves the people”, he maintained.

We commend President Tinubu for his bold declaration of a state of emergency aimed at restoring order and ensuring effective governance. The suspension of Governor Siminalayi Fubara, Deputy Governor Ngozi Odu, and all members of the Rivers State House of Assembly is a necessary step to facilitate this process.
Furthermore, we fully support the Senate’s resolution to invoke Section 11 of Section 4 of the Nigerian Constitution, empowering the National Assembly to establish a Joint Advisory Committee to oversee the administration of Rivers State during this period. This oversight is crucial for ensuring that the interests of the citizens are maintained and that stability is restored.
We also welcome the Senate’s suggestion to form a committee of eminent Nigerians tasked with reconciling the conflicting parties within the government of Rivers State. Such an initiative is essential not only for immediate resolution of the ongoing crisis but also for fostering a more collaborative and effective governance structure in the future.
The House of Representatives’ affirmation of the state of emergency further reinforces the consensus on the need for urgent intervention. We believe that these measures are in the best interest of the people of Rivers State and Nigeria as a whole.
The coalition pledged its continued support for any measures that prioritize the rights and well-being of Rivers State citizens while ensuring a swift and effective resolution to the crisis.
